Starter experiment or failure?

I am planning on making a starter out of old grains I have hanging around. Has anyone done something like this, or will this not work out right? Not sure it will work without base malt, unless white wheat is a good enough base malt? I’ll be mashing either as a BIAB on a 1.5 gallon pot or using an old 2.5 gallon cooler mash tun I made a long time ago. I’ll then be adding 11 grams of Verdant IPA dry yeast. Not using it soon, but will keep it in the fridge until needed.

1 lb white what.
1/4 lb red wheat malt
1/2 lb Munich malt
1/2 lb c40
1/4 lb carapils
 
Just using what I have since it’s not much and want to make sure I have enough to get to at least 1.030.
