Well, a majority of the overseas bits of France aren't actually departements (and you get the really weird stuff like Clipperton, which is sort of a Republican version of a Crown Dependency).

Not found anything after a quick look on Google for X church where X is the 5 departments, but I'm going to say Caribbean rather than Indian Ocean as they seem to paint them in the latter, and on the basis that there's many more mis-hits on Guadeloupe, I'm going to say Guadeloupe?

Those are, indeed, ice sculptures in the middle.

Oak Ally Plantation, Vacherie, LA. Spent 5 months near there in the Fall/Winter of '05/'06 (Katrina). Tings wasn't so purty then.
