I followed Palmer's instructions for rehydrating dry yeast:

I was expecting to see foaming and activity within about 30 minutes. The pictures below are from about a hour and half after sitting:
Do I have bad yeast?
I have a package of London ESB 1968. Should I use that instead?

1 cup boiled water cooled to 95*.
Boil small amount of DME with small amount of water.
Add yeast and let sit for 15 minutes.
Add cooled DME to container.
Cover with saran wrap.
