Did I get a bad batch of Nottingham?

I followed Palmer's instructions for rehydrating dry yeast:

All equipment sanitized...

1 cup boiled water cooled to 95*.
Boil small amount of DME with small amount of water.
Add yeast and let sit for 15 minutes.
Add cooled DME to container.
Cover with saran wrap.​

I was expecting to see foaming and activity within about 30 minutes. The pictures below are from about a hour and half after sitting:

Do I have bad yeast?

I have a package of London ESB 1968. Should I use that instead?

My main concern is that the last time I rehydrated (Safale S05), I saw crazy foaming. That and there is a thread on here about bad batches of Notty.
 
The blowoff tube is presenting some nice bubbling this morning. While not as active as I am used to seeing, at least it is happening.

Now to see how long it lasts. :)

I am confused. You "proofed" your yeast, and it proofed bad, but you went ahead and pitched it anyway? Why would you do that?
 
I've posted this before, but ugh, I don't understand the "don't worry, it just takes 2 days for this new Nottingham to start". I'm sorry, that is just unacceptable.
 
I have used dry yeast so many times and never re-hydrated... just pitch in the contents. For me Notty has always been a beast... fast ferm.
 
He didn't say, "proofed", he said "rehydrated". There is nothing on the package that says you need to see any 'proof' of anything.

If you read his post you will see that he added DME to his rehydrated yeast.
 
I did proof it with a tsp of DME.

All is well though...after 24 hours the activity was exactly like what I am used to seeing. I checked again this morning and they are still VERY active.
