Rebelbrewer lists Simpsons Golden Naked Oats as 15 SRM.
And I wouldn't be worried about rounding 7.6 SRM up to 8. Even if it were off by a whole point, a slight color difference would be the least of my worries. A slight difference in color could also result from Surly's individual brewing methods (not the ingredients).
I would guess that the IBU and SRM numbers on Surly's site are what gets spit out by their recipe system, not whats actually measured. So the recipe should at least line up with those numbers so we can get the right ratio of ingredients. That's why the Srm of the oats are important, if it is 15, then you can decrease the c-20.
I too would not be too worried about the slight difference in the end, but would like to make it line up to the numbers before brewing.
