You need a big starter. A 2L stepped at least once or a 4L starter, or 3-4 vials/packs of fresh yeast. Pitching a single vial will most likely result in a poor quality beer at the OG you described. If you have a few days before brew day, make a BIG starter - otherwise...

I've never had that difficulty, but in thinking about how I open them I generally give them a twist first - which kind of "breaks" the seal. Then wiggle back and forth while pulling up until the come out. Not necessarily easy, but I've never used a cork puller on one.

I think you're on the right track. For most homebrewers, over pitching is not an issue, and with a stepped 1 liter starter I think you'll be fine. I've done this in the past, but bought a larger flask just so that I don't have to step them up any more.
