Where in America is it legal to base a small beer manufacturing company from home?

As far as I know there are no places where this is legal. I believe you must have a "home" reclassified as a commercial property in order to operate it a serving or manufacturing location for alcohol.

I've been to two breweries/taprooms which were located inside of a home, but they were not considered homes by then, meaning they were not approved as living quarters after they were reclassified.

There is a nano in Toledo, Ohio which is operated out of a garage on the persons home property.
