Purchased Centennial Rhizomes from More Beer and they arrived with little shoots and a small root system attached.

Purchased Cascade from another vendor and they look like 4" long sticks with no evidence of growth potential.

What are the chances the Cascade takes off?
 
As long as they're actually rhizomes and not just roots, you should be fine. The cuttings that are taken from the terminal end of the rhizome have buds that are well developed and those taken from the part of rhizome closest to the crown can sometimes be so underdeveloped they're hard to see. Only one way to find out, and make sure to report back what happens.
 
Centennial Rhizomes from MoreBeer growing beautifully - one at least 18" up the stake.

Cascade sticks from another home brew supply are still sticks.
 
Some of my rhizomes looked like nothing but sticks too . No shoots showing and barely or no roots shooting out either. But ive kept them all very moist and every one of them finally came up. Id did take a while for those last few. Id say be patient and keep them moist.
