Sorry it's taken a while, forgot to check back this morning! I'm still at work and have limited pics on my phone, so please bear with me on this one. For the sake of reducing further delay I present this pic. While maybe not quite a "skyline", I feel it fits the theme accurately enough. Sorry about the motion blur. I don't think this should be too hard though, as there are a few context clues in this. I'm actually surprised at how "small" this place looks from the sky, but with a population of less than 750K it would make sense.

That's why I said "context clues" rather than flat out visible/identifiable objects. SWA so it was North America, the complete darkness surrounding the city should hint remoteness (water or desert), and although it's blurry you can make out the dark patch in the center which is LAS airport. A bit obscure but it's a fairly well known city so I felt it was doable.

Looking for the city where this unique building is located. Virtual pats in the back as well as a permission to pour a pint for yourself for knowing what the building was originally used for, why is it so unique and what is it used for now.

Correct. More precisely Lingotto, Turin. To my knowledge the only spiral assembly line that rises through the building finishing on a rooftop velodrome test track and a ramp through the middle back to ground level. To my knowledge it is a mall now.
