Basically. The photo was actually taken from the parking area. The photo is of the Great Smokey Mountains National Park viewing south into North Carolina with Fontana lake in the background. We were there a couple years ago right as the remnants of tropical storm Claudette were coming through so the day we hiked up to the top of Clingmans Dome it was cloudy and a little rainy. The shot from the parking lot had a better view than from the observation tower.Is it from the Clingman's dome overlook?

Yes, it's Union Station in the background. It's "El Pueblo de Los Angeles Historical Monument" next to Olvera St.downtown L.A. -- Union Station.
