I am making a IPA and I put 2 viles of White Labs California Ale Yeast WPL001 and 1 vile of White Labs California V Ale Yeast WLP051. With that make my batch have a negative outcome?

Also, do leaf hops have tannins in them? Or is that just specialty grains? cause I had to strain them cuz I just put a total of 8 oz in the wort and it just sucked up my wort.

I don't think it will make a negative outcome. However, in the future why don't you just take one vial and make a starter? That'll save you a ton of money on yeast in the future and you'll get better results than pitching three vials.

As far as the dry hopping questions, I am not sure. Tannins I believe are usually associated with an off bitter flavor like if you step a tea back too long. You gain that dry nasty bitterness. Dry hopping won't give you anything like that although it has been said that leaving dry hops on for over two weeks can give your beer a grassy or vegetable taste that is not liked.
 
Funny you have those 2. I was making an IPA awhile back and I had those same two yeast but one of them got froze. I mixed both of them and made a starter and pitched it. The IPA turned out great, I would say go for it.
 
I wouldn't worry about tannins with dry hopping. Typically tannins are a problem when using specialty grains at too high a pH.
