lovibond and bitterness

I'm thinking of making a stout and I've heard darker grains are more bitter. I don't know if this is true so my question is if I use crisp's roasted barely a 695 lovibond will it be more bitter than say Weyermann Roasted Barley which is 435?
 
I think you can think of it like coffee is done. The darker roasts have a lot fuller, stronger flavor. Same thing I think applies here. So if you use the darker one, you won't need as much as if you were using the lighter.
