Beer's not fermenting!

I am Brewing 55 gallons of Belgian wheat ale, and I used an 11 gram pack of ale yeast, but it's been three days since pitching, and my bubble-lock isn't doing anything, Did I not use enough yeast? Can this situation be fixed?

Sanitize a wine thief or turkey baster and check the SG. And then let us know what it is.
