Any tree people experts?

My California pepper tree seems to have a fungus.

Can anyone tell me what this is or how to gett rid of it?

Can't help with the tree but, I am a tree people expert. Although, if anyone of them had a similar condition as what's shown I couldn't help there either.

Have you tried googling for known diseases of that tree?
 
While the pic isn't too clear it looks like pitch from a pine tree would have in and open wound. If that is a wound then i wouldn't worry about it. If not just cut the branch a couple of inches away from the growth (towards the tree's main trunk for those educated in the public school system) if thsat won't mess up the profile of the tree too much.
