It's not uncommon for a starter to ferment out in <24 hours. Your best bet is to smell and taste the starter. It should taste like sweet yeasty beer, assuming you didn't put any hops in the starter. If you happened to contaminate the starter, those organisms would likely be a lot slower to start fermenting than the yeast. Taste and smell...

I typically use low flocculating yeast (weizens and Belgians) where it takes over 24hs in a fridge to settle out. The moment I turn off the stir plate, it settles. Good learning experience.
 
Personally, this strain ran really slow for me. I had a terrible time getting it to ferment, but that was during a cold snap last winter, so I was running well below the recommended temps.
