Brewing an ESB tomorrow. OG 1.046

I have 2 vials of healthy WLP002 in date range.

Make a starter or just pitch both vials?

I would venture to guess one vial is enough. Check it out at yeastcalculator.com

Definitely would be with a starter. I'm considering foregoing the starter and just pitching both vials.

When I've been too lazy to make a starter I have pitched two vials... done so on multiple occasions for different styles and never had an issue. I would only worry if you were doing something in the imperial or "big beer" range. With the OG you have, just pitch the two vials and don't worry about it.

I'd make a 1 l starter from 1 vial right now. It will be ready when you want to pitch it. You'll have more cells that way than from 2 vials.
