Is there an app out there that provides the calculations for water chemistry. I know that beersmith 2 and ibrewmaster2 do not have those calculations. They have the requirements for specific water regions, but not a calculator to convert your water to those types to give you the amounts required to add to the water.
 
There are dozens (or a dozen anyway). Every engineer who undertakes homebrewing and has Excel puts together a spreadsheeet and many advertise them. The problem breaks down into three parts. In the first you calculate e.g. how many mg/L chloride adding x grams of CaCl2.yH20 to z gal. of water gives you. That part is easy and they all get it right. The next part is figuring out e.g. how many mg/L carbonate ion there are in water of alkalinity x and pH y. That's a bit tougher and some get it right and some don't. The last part is predicting mash pH from water and malt specs. Many of the spreadsheets don't have the basic science down and those that do can't get the malt specs without elaborate, time comsuming measurements so everyone flunks that one.
