Since I've heard that 1007 doesn't floc well, will cold crashing the starter for 48 hours after the ferment even drop out the yeast? Or should I pitch the spent wort and yeast due to it all being in suspension still?

Cold crashing the starter will force the yeast to flocculate and 48 hours should be adequate, then you can decant and only pitch the slurry that is left.
