Eh, plenty of people were double-dipping and grabbing extra tickets at Captain Lawrence back in 2009. I don't think it's anything new, but as craft grows (and demand continues to outstrip supply, fueling the secondary market) there will certainly be more people doing it. I do really like it when a brewer actually takes real, workable steps to prevent behavior they dislike rather than just hoping for the best, though (or even better, actually charging fair market value for offsite sales...).
