I'm brewing a NB plinian legacy double IPA kit and the instructions say to add 5oz priming sugar right after the boil as well as fizz drops right before bottling. Is this correct? Wouldn't this be too much sugar?

The sugar added after the boil is to add extra fermentables for the yeast to convert to alcohol. Basically, it can boost the ABV without adding anything to the body of the beer. It is not meant as priming sugar..althought it's probably the same kind of sugar. Most likely it is dextrose, or corn sugar.

I have no experience with fizz drops, but it could be that they want you to use that instead of sugar to get carbonation in bottles.
