I'm going to use sugar to carbonate a keg for the first time and had a few questions.

I'm planning on doing 2.5 oz of sugar in a half cup of boiling water, then racking beer on top of this. Do I need more or less sugar/water?

I was going to give it a blast of CO2 to make sure the keg is sealed. Should I burp the keg like I normally would before putting it in my closet? And at what PSI?

2.5 ounces seems about right.

I give it a blast, purge, blast, purge, then blast one last time. That ensures the headspace is flooded with c02, and the oxygen is purged. Make sure the lid is seated and not leaking by spraying with star-san and you're all set. Don't burp the keg the last time! You want co2 in the headspace to protect the beer and make sure the lid is seated.
