Much though I'm enjoying some of these answers, the last two were even colder than Chernobyl.
There’s no doubt in my mind this is in the UK. The style of building is something you see all over - It’s like a polytechnic or an old agricultural college or something similar.

It really reminds of of an agricultural college I spent some time at a decade or two ago.

Yep, the answer was literally in front of you all this time! These are the labs and offices of the former hop research unit at Wye, where Ray Neve bred Challenger, Target and many other hops.
Technically this was a government unit that was an offshoot of Wye College proper (which is the other side of the hop field off to the right), but MAFF ditched it in the 1980s and after passing through HRI and ADAS it was finally shut down in the late 1990s. Thereafter the entire UK hop breeding effort consisted of Peter Darby, who managed to find a farm a few miles away to maintain breeding stocks, and he's set up some kind of relationship with Farams to market his new varieties, keeping the name Wye Hops even though nothing happens in Wye any more.
The College was taken over by Imperial College in 2000 but it never really worked and it was finally shut down in 2009 (having roots going back to 1447). Developers are currently trying to negotiate planning permission for houses over much of the former college site, including the land in the picture and the historic hop field where everything from Brewer's Gold and Northern Brewer to Boadicea and First Gold were bred - real shame.

Houses at the front make a nod towards Dutch - but the hills behind don't look very Dutch - Ardennes maybe?
Looks like a white stadium in the distance - doesn't look quite right proportions for a "pitch", looks like the longer kind of thing you get for eg horse/motor racing. Spa-Francorchamps perhaps? But maybe it's a train station or something.
