That water looks like reverse osmosis water. I'd suggested treating it per the primer prior to use. I think using that water for all grain brewing will result in a "flat" tasting beer - like eating food without any salt or spices.

You could try dosing an already brewed beer with salts to see if the beer tastes better - add small amounts of calcium chloride and/or gypsum to your beer and taste.
 
Agreed. It does look like RO water. The comments about flat or bland taste are valid. Add minerals for most brewing water. However, a light lager that focuses on malt character is likely to benefit from low mineralization.
