Fermentation complete?

How do I know when fermentation is complete and its ok to bottle? Got a IPA that spent 1 week in the primary and now 2 weeks in the secondary (tomorrow will be 2 weeks). So 3 weeks into the fermentation. Recipe calls for 12-18 days in secondary, pretty broad if you ask me. Advice? Thanks folks!!
 
A hydrometer or refractometer, take gravity readings over 3 consecutive days and look for no change in readings, with samples taken at same beer temp.

Ditto. Though if at 3 weeks, your most likely done fermenting unless you had a huge starting gravity or you have an infection.

This. You can pick up a hydrometer for pretty cheap if you don't already have one.
