First time using cacao nibs. I see people soaking them in vodka, but can I use whiskey? I'm being cheap. I don't have vodka. Will it add strange flavors?

If a whiskey flavor melds well with your beer, then go ahead. In the past, I've used dark rum or Jack Daniels in an American Brown.

I'm doing a coffee/chocolate stout....
Whiskey/bourbon may go really well with that.
The reason people use vodka is the same for it in most infusions, it is flavour neutral. For whiskey it will impart some of the oaky beauty of itself into the beer. The more, the more the flavour.
