It is obviously a medieval melon holder.
Medieval seems right, but isn't that where they stuck the decapitated heads of their enemies? 
It's an outdoor planter and needs a coconut husk/fiber liner
ayup. But instead of the husk liner, get the burlap liner. The husk ones can fall apart after a while, especially after being handled a few times. (I actually have one of the canvas ones in my garage right now).
[edit] I had to check my mail anyway, so took a picture of existing pot with fiber basket, and the burlap replacement basket upside down on the ground. Note that the fiber one is falling through the holes in the frame. Will be replacing with burlap this wkend.
my first thought must have been off....i thought it was a holder for a party ball?
