I received this from my Uncle a few years ago. I haven't connected it yet, because frankly I don't know how it works. It has a shaft to connect the line from the keg, but also has 2 barbed fittings. These connect behind the pull rod that is actuated by the tap handle. The 2 barbed fittings don't tie into the lower faucet at all. I haven't been able to find anything similar, and Watneys is long gone, so there won't be any help there. I would half think it was a beer engine, except it was Watneys that sounded the death knell of the beer engine in common usage.

Can you blow through the single barb with the tap open? If so does it come out anywhere else?

I say just hook it up and give it a try! All you'll loose is a little bit of hose and maybe a bit of beer. If you worried about the beer you could always fill a keg full of water or blc.

It will push water, haven't tried yet with beer. I am still unsure of what the upper assembly does though, as it has a diaphragm there that isn't connected to squat it seems.
 
The dual barbed on upper assembly. If you blow in to one does it come out the other side?

It could be a coolant system to pump a glycerol mix? It could also be a cask breather type device? My guess looking at these pictures is that when you blow on one side of the dual prong it will stop but if you open the tap air/co2 will go through back in to the keg to replace some of the volume lost during the pour. So CO2 on oneside and return to the cask on the other. You have me curious though.

You may be talking out of your ass, but I think you may be on to something with it being a replacement CO setup.

1. push the button to add some co2
2. pull handle for brew
3. repeat

or so it seems...

I'll take it off your hands and serve mead through it, looks like you could serve a still beverage through it easily.
nice advertising piece if nothing else.
