Washing Yeast & Yeast Starting That Washed Yeast

Washing Yeast - How do I know how much yeast I have? How do I know if it's enough live and healthy yeast to make my wort into fantastic beer? Also, does it ever get old after a few generations?

Yeast Starter - Do I need a stir plate to do a yeast starter? (They are pretty costly). Can I just physically swirl it every half hour or so?

stir plate is better but swirling it will work
