Can I simply take 2 Liters of wort from an extract brew and pitch a new vial of yeast into it to make another starter for a brew I will be doing a couple days later?

I intend to put it on a stir plate for 24hrs and cold crash/decant.

I wasn't sure what the hop content/flavor profile would do to the subsequent beer.

As long as the gravity is not too high. In fact, the closer the final starter wort is to the actual brewing wort, the shorter the lag time. This is because the lag phase is when the yeast is building all of it's transport mechanisms and cell wall structure to accommodate the specific wort environment.
 
Yes you can. You should dilute your wort to a reasonable starter gravity ~1.040, and as long as you decant then I wouldn't worry about the hop characteristics.
