I'm about to make my Coopers Mexican Cerveza, and I know the yeast that comes with it is a lager/ale yeast (like Nottingham I'm guessing).

Is there a way (without a fridge) to get the wort to stay a few degrees cooler? 19C/66F would make a difference I've been told. Would a couple of ice-packs strapped to the side of the fermenter help? Any suggestions would be great.

2L soda bottles filled almost full with water and frozen can be used to cool a water bath that your fermentor sits in. Depending on ambient temperature you can definitely achieve a 19C temperature, but you will need to change out the frozen bottles frequently.

check out my Yooper Lagerator (pictures in my gallery). It's just an igloo cooler with a foam lid I made, so that the airlock just pokes out. With a water bath and a frozen water bottle or two (and changing them every few days), I can keep it at just about any temperature I want. I use a floating thermometer in the water bath, so I can tell if/when I need to add another frozen water bottle. The really nice thing about using a cooler like this is that it takes a long time for any temperature changes to occur, so it's pretty stable.
 
Put the fermenter in a cooler, add water and ice, and then cover fermenter in a towel or a shirt.

the combination of ice and evaportation from the cloth will keep it reasonable cool. plus the cool is made to insulate and hold temps. dont worry if you cant close the lid.

I just did this to my apfelwein :)
