Is it possible to serve a highly carbed (belgian) and a normal carbed beer with just one regulator? I have 2 taps and a distributor with check valves.

If I carb the belgian to its higher pressure (with my other kegs "shut off" or disconected, then reconnected all my kegs to the lower serving pressure (including the belgian) will all the beers pour at their appropriate pressures?

At first yes, but no CO2 will flow into the high pressure keg when you pull a pint. Each time you pull a pint from it the pressure will drop (same "amount" of gas in a now bigger volume). It will continue to drop until it gets to the same as your low pressure keg, then CO2 will flow into the "high" pressure keg when you pull a pint but it will now be carbed at your lower pressure setting.
Confusing?

Makes sense. Sounds like the only way around keeping my belgian ale at a higher carb level than the other beers is to either get another regulator or to intermittently "charge" it every once in a while.

Thanks for the clarification.
