I over heard a guy at my lhbs talking to another patron about something like, buy 10 packs get one free, has anyone heard about this.

I think it all depends on the Honebree Store.
For example:
My LHBS sells yeast (older than 6 months) for $1.00/ea.
That may sound old but if you know how to rejoin age old yeast with a yeast starter it’s no problem.
