I've had a pale ale in the primary for 10 days then dry hopped for 5 days, was going to bottle today and all the sudden it's bubbling and krausen has formed wtf? Temp hasn't varied much, any thoughts?
 
I had this happen on my last batch. The primary fermentation was extremely weak. So after 7 days I transferred it to the secondary and added the dry hops. After about 24-48 hours in the secondary it took off fermenting like crazy! I assumed that the dry hops helped aerate the beer and helped the yeast get going. Maybe I didn't aerate the beer well enough before pitching the yeast in the primary... could this be the case for you too?
 
Could be, also I live in Ohio and we've had
Pretty big temperature fluctuations, even though it's been in the basement
