Before! Always before.

You want to do it while primary is winding down and the yeast are still active. Raising the temperature then will encourage them to finish up cleaning up the diacetyl produced earlier in fermentation.
 
If you leave it at fermenting temp long enough say 4 weeks will it clean its self up inside of raising the temp.

I've heard you don't want to leave the beer on the yeast cake that long?
 
If I brewed too high (about 55-60F) is it worth doing diacetyl rest before lager or no? It tasted OK I'm at 1.010 been maybe 6-8 weeks in primary. It was brewferm pils kit with South German lager yeast. I used light malt extract instead sugar. It is tea cououred and has malty aroma. Slight odd aftertaste (dry back of mouth feeling).
