The promises have been pretty clear, and universally unmet, for about a decade. I don't think anyone has a problem with optimism, but when I hand you money, it's called a contract. And when my dopey neighbor runs into something (nearly me, one time) while on "full self driving", it's called a tort.
Did you buy a Tesla and read the contract? I did and there were no promises as you describe.
 
How can one know how long it will take to finish something that has never been done? Do you begrudge the guys enthusiasm? Look at the rockets he has pulled off. Just a month ago people were ridiculing him about all the failures but are now pretty silent after this last success. This is how inventing works. You hope but you can never be sure until the end.

If the CEO of Pfizer had been promising that they were *just around the corner* from creating a drug that would cure cancer for the better part of a decade, continually promising it to the public, to investors, to the world... And for those 10 years, they made some modest progress on some treatments but never actually delivered... You'd think that was totally cool?

It's all about the ratio.
This is how inventing works. You hope but you can never be sure until the end.
Lying to your investors is not how inventing usually works. People go to jail for that sort of thing fairly regularly, although they often do get insane compensation packages first. Maybe not a trillion bucks, but pretty insane nonetheless. The incentives are pretty clear, so I actually don't hold it against him or anyone else in his position. Caveat emptor and all that (again, I'm talking about buyers of stock, not cars).
 
A lot of very smart people approved that package. I’m sure you know something they don’t though.
I know that it's more money than the company has made in it's entire history, but I'm pretty sure they know that too. And read what I wrote again. I wasn't singling Musk out, either about lying to investors or getting an insane compensation package. Both things happen all the time.
