I made an attempt at a NE Style IPA and when bottling I think I used too much sugar. I lost about half the batch to bottles exploding.(Yes, glass breaking not just popping the tops) So at the suggestion of a friend that brews I took what was left and put it back in my carboy for another week and rebottled after. Its been around 3 weeks and the remaining bottles have little to no carbonation. Anything I can do???

You could try reopening and using carbonation tabs. I've never done this, and you may have oxidized this beer by opening, transferring to a carbon and then again re bottling. But you only have some tabs to lose.
