I have brewed 4 batches so far, 2 have turned out well, and the other 2 a Oktoberfest and an American pale ale both turned out not so great, they both taste and smell almost the same ( a soapy taste) and seem overly carbonated. both batches used the same exact amount of priming sugar.

Any ideas what could be causing this to happen?

A soapy taste is generally caused by one thing.... soap. You may need to ensure you are rinsing everything that comes into contact with the beer really well, bottles, fermenter, everything.
 
Most likely from your glass but can be caused by fermentation conditions.

Soapy
Soapy flavors can caused by not washing your glass very well, but they can also be produced by the fermentation conditions. If you leave the beer in the primary fermentor for a relatively long period of time after primary fermentation is over ("long" depends on the style and other fermentation factors), soapy flavors can result from the breakdown of fatty acids in the trub. Soap is, by definition, the salt of a fatty acid; so you are literally tasting soap.
