Gotta laugh. Arturo guesses torrey pines golf club earlier. Reading just now look what's mentioned (near bottom):

Not Truckee nor...humm...Bushwood. HA! Municipal sounds like a course that belongs to a bigger town/city. Technically it's ['Town Name-2 words' Golf Club]. Both words are the last names of two famous people.

So hint...9 hole. Walk only. That's the club house in the middle of town..using the term loosly. @arturo7 already mentioned 2 golf courses that shares the same state.

How many 2 word town names (last names of 2 famous 19th century people) in California that are above 3000ft with a golf course? uhh, 1 that I see.

Just like the picture of blocks and some dude I don't expect anyone to know this place but a little search and guesses will get you there.
 
Mid day hint. 2 words of the town are the last names of 2 pretty famous 19th century writers. 1st word is probably the most famous. The 2nd word is pronounced as the really important organ in the middle of your chest but spelled differently.

Those are some pretty good clues.

Famous writers...I'm guessing the second one Hart, but I don't know any writer by that name.
