Keg will not carb

I made a pale ale and it has been on gas for 6 weeks (force carb) and it WILL NOT CARB!!!!!

I have a 5 manifold gas distribution system and it is getting gas, because when I pour, it comes out with the same vigor as the rest of the taps.

I have changed the gas connections with the other kegs...
I have disconnected, reconnected, disconnected,reconnected.... No change

I have checked for leaks....

Plain old water will carbonate - the answer must be that it is not under the same pressure. I would simplify the setup - one regulator and one hose, and see what happens.
