I racked this batch of cream ale two days ago. It was not quite done fermenting, gravity reading 1.020. Is it infected?

No, that is the yeast fermenting your beer. You answered your own question when you said "not quite done fermenting". The yeast are now making a new krausen. The truth of the matter is that you do not need a secondary at all to make clear beer.
