You won't need comprehensive if you have Uninsured Motorist Protection on your policy.
If you have his name and address and the PD doesn't help you with this then you could always take him to small claims court. The note he left should make it a slam dunk for you.
I don't know the insurance law in your state but in most uninsured / underinsured called UM only covers medical bills not property . NY is this way so filling a claim would do nothing for his property damage. Some states have Uninsured property damage which will cover damage to property the op would need to read his policy
Get a police report to document the accident
