How much headspace is necessary when kegging?

Well, I just kegged a robust porter tonight, and ended up siphoning all the way to the top of the corny...to the point that when I put the lid on, it dipped into the beer.

My question is, do I need headspace in order to carbonate? Should I take an inch off the top?
 
I stop about 1/2" from the top, as I don't want to dip the lid. Any extra goes in a PET bottle with the Carbonator cap.

CO2 is absorbed at the interface, so by over-filling you get slower carbonation. If you stop at the shoulder of the keg, you've got the maximum interface.
