it looks like to me it is reading more like 1.004...

each large tick is .01, while each small tick is .002...you are actually a little drier than your target.
 
+1 on temp. Take a gravity reading and note the temp of the sample. That way you can correct for an artificially low reading if the sample is above 60*.
 
So this means its just going to have a higher alcohol content correct?
 
A lower finished gravity (1.004 versus 1.010) will result in the beer being slightly drier in flavor and a slight increase in alcohol content.
