The fridge where I store my yeast bank is also used for various party dishes when we entertain and at some point the thermostat was bumped and the temperature dropped. As a result, the majority of my jars froze. Can my yeast bank be saved or am I starting from scratch?

I think you should thaw them, then try to grow them. Its possible some cells survived freezing. The yeast I freeze purposely is mixed with glycerin/water to protect against cell rupture. only way to find out is to try.
