My buddy is very kindly sending me some of his homegrown Brewer's Gold and Galena hops. I was thinking something English-y would be good, maybe somewhere between and ESB and a Northern English Brown, like so?

5.5 Gallons, Partial Mash:

3 Lbs Light LME
3 lbs Marris Otter
1 lb Special B or Dark English Crystal
1 lb Biscuit Malt

Wyeast Whitbread Ale Yeast or Yorkshire Ale Yeast

60M .5 oz Galena
10M .5 oz Brewer’s Gold
10M .5 oz Fuggles
FLAMEOUT .5 oz Brewer’s Gold
FLAMEOUT .5 oz Fuggles

Thinking this would give me that nice raisin-y character, additionally hoping for malty, slightly sweet and a bit estery from the yeast, yet balanced by the hops.

Sounds fine to me. Go for it. The malts match what you want to do and those yeasts, if fermented on the warmer side of their comfort zone, will produce some fruity esters which is common in english ales.
