Does dry hopping can substitutes late hop additions to provide hop flavor? or it works just for adding hop aroma?

Yes flavor cans from aroma nose. They say the tongue smells mostly. So, defiantly don't bitterness.

For the rest of the forum, I'll translate that back into legible english.

A large percentage of what we perceive as flavor comes from aroma, so to some extent dry-hopping contributes to flavor. However, at a technical level, dry-hopping mostly adds aroma and little/no flavor or bitterness.

im doing a amber ale i did it with dry hopping but i think it lacks some hop flavor so i will have to try again with late hop addition and compare the batches

You should be able to get some flavor from 5-25 minute hop additions. I usually do 15 minutes.
