I've been on the look out for a cheap(er) DIY sparge arm that allows for a more even and gentle flow (even at full pump). I've just about done it all and found many have some weaknesses (price, plastic, channeling, cleaning, etc). So the basic idea is to repurpose off the shelf components. It's also easily removable and allows for adding grain when needed. Took about 15m to make. I'm using it in a converted keg mash tun.
- 1/2 Weldless Bulkhead (preferable allows thread in some fashion on both sides) - $13
- Camlock allows for easy disconnection - $ free because I had them
- 1/2 T and extension, but not super necessary - $ free because I had them

You can use a step drill but it requires a lot of cleanup because the metal is very flimsy, a 3/4 (which should pass 1/2 threads) is about $12 - https://www.amazon.com/General-Tools-1271I-Punch-4-Inches/dp/B00004T7WD
I suggest making the whole on the opposite side of the seam! And you need to cut the handle off somehow.
You could probably adapt this to center mount for a lid
