dead ringer adding last of the hops

After three weeks in primary, I moved my brew to the carboy. I think I may have goofed adding the last dose of the hops. I had transferred about two gallons when I realized I had forgotten the hops. I stopped the siphon and added the hop pellets then resumed the siphon. The hops just sat on top. I gently swirled the brew to get the hops to mix in. Now, three hours later, I have what looks like about an inch of hops sitting on top. Was I supposed to re-hydrate the pellets first? Was swirling to integrate a mistake? Is this layer of hops normal? will it all settle to the bottom soon? I getting thirsty...

After a few days the pellets will absorb the beer and began to fall to the bottom. Leaf hops tend to mostly hang out on the surface. You're good.
