Computer Peeps i need Help

For some reason when i scroll my comp is stuck on 'fluid' scroll (for lack of the proper term), i cant find where i turn it off and put it back on the 'staccato' scroll or whatever you call it...thx in advance

yeah...that's what I was thinking, because there is nothing under mouse properties for smooth scrolling...either that or he had a mac! (which i know nothing about)
