I have a sweet coffee stout brewed with Jamaican Coffee and lactose sugar. I want to enter it in a comp. It looks like specialty beer is the best place.?

Could be, but it might qualify as a sweet stout (BJCP 13B). You might get a judge to help you place it (my local brewpub does this).

21A Spiced/Herb/Vegetable Beer. Coffee stouts are specifically listed in the Commercial Examples.
Commercial Examples: Alesmith Speedway Stout, Founders Breakfast Stout, Traquair Jacobite Ale, Rogue Chipotle Ale, Young’s Double Chocolate Stout, Bell’s Java Stout, Fraoch Heather Ale, Southampton Pumpkin Ale, Rogue Hazelnut Nectar, Hitachino Nest Real Ginger Ale, Breckenridge Vanilla Porter, Left Hand JuJu Ginger Beer, Dogfish Head Punkin Ale, Dogfish Head Midas Touch, Redhook Double Black Stout, Buffalo Bill's Pumpkin Ale, BluCreek Herbal Ale, Christian Moerlein Honey Almond, Rogue Chocolate Stout, Birrificio Baladin Nora, Cave Creek Chili Beer

How coffee-y is it? If it's a light coffee note, I'd enter it in 13B. If it's a strong coffee note, I'd go with the specialty category. Hell, if it were me I'd enter it in both.
